Even though Pilou already mentioned OpenToonz I really can recommend anyone who is interested in 2D animation to have a look at it.
It is quite complex, more for refining pencil drawings, but with some tweaks one can do quite some magic in there.
It is a full 2D Animation toolset. Vector and pixel enabled.
I only have scratched the surface but already pretty cool in possibilities, confusing in functionality.

Krita 3.0 has fully implemented 2D Animation now too.
My first tests ended a bit unlucky in crashes. It is also here recommended to have a look at some tuts, as first steps are not really self explaining.

Warning : you can't see your nurbs models 3dm!!! Even "3dm" format is accepted!
Nubs is not accepted because it's not the "Polygonal" system!
So just convert your 3dm object as SKP format and all will works fine!
