Painting w/ Mouse

When I click the LMB, it doesn't "paint". I have to actually hold the LMB down and then move the mouse in order for it to paint. Is this how it is supposed to work? This impedes the ability to create perfectly round objects or point of light.

For example, if I want to paint stars on the background, I can't just click the mouse in various places (using the LMB). I actually have to hold down the LMB and move the mouse, but then the stars come out as small streaks instead of points of light.

Please advise.

That's ironic, but it only happens with the mouse (or anything without pressure)...and I'm going to fix it. I always hated that in some apps. Try ArtRage, hehe! :P Even Photoshop, I think, depending on what you do.
It's a bit of a system issue, though, because it can't properly distinguish between tablet and mouse input. :P ...very annoying!
